This was brought up in the discussion thread, but for clarification: minor league claims are limited to players who were eligible for the previous minor league draft, correct? In other words, no rule 4 draftees or July 2 international signings.

Good point HOU. You're right, and to clarify, you would not be allowed to claim minor leaguers from the current year MLB player draft or from the current year's international signings.
For example, if we allow minor league claims starting in 2019, you would not be able to add any minor leaguers from the 2019 draft class nor any players from the 2019 international signing class.
